I've heard many times that it's very difficult for companies to fill technical writer jobs, due to the lack of qualified candidates. I think this article, "Having Trouble Hiring: Try Paying More," is very applicable to the technical writing field. I think there are plenty of potential technical writers who have instead opted for higher paying roles, and they could be tempted to apply for writing jobs if the pay scales were better.
