announcement for requesting a solicitation package to bid on a contract to
prepare an Agency correspondence handbook. Following is copied from the

DESC: A firm fixed-price contract is anticipated for the preparation of a
double-spaced, typed manuscript in WordPerfect 6.1 of a new APHIS
Correspondence Handbook, master disk(s) of WordPerfect 6.1 files, and typed
draft of quick reference guide of accessibility features.
USDA, APHIS will complete the publication process by editing the manuscript
for compliance with the Government Printing Office (GPO) style manual, and
designing the page layout following guidelines in the APHIS visual management
manual, and producing a camera-ready copy that will be amenable to placing on
the Internet. APHIS will be responsible for printing the handbook, ordering
and purchasing binders, and distributing the finished product.
The contract/project manager and other key personnel designated by the
contractor to work on this project must have a minimum of 5 years professional
experience in task analysis, documentation design and development, training
and/or education delivery methodologies, adult learning theories and
applications, usability testing, evaluation and/or writing correspondence
guidelines. Demonstrated expertise via publications in training and/or
education or documentation journals, books, or textbooks, or previous
contracts or projects involving the production of correspondence handbooks,
standard guidelines, or similar documents that guide the preparation of
various types of communication. Demonstrated experience in managing contracts
and/or projects, specifically for the Federal Government. Preference will be
given if the contract or project involved technical communcations, structured
documentation, and/or the ability to pay attention to detail.
Award will be made to the responsible offeror whose proposal conforms to all
solicitation requirements and represents that best value to the Government,
technical quality and cost or price and other price related factors
considered. For this solicitation, the combined weight of technical quality
factors are significantly more important than cost or price and other price
related factors. Therefore, in determining best value, cost or price and other
price related factors will not be weighed.
The solicitation is tentatively scheduled to be released on or about July 20,
1998 as a 100 % small business set aside. All responsible source may submit an
offer that will be considered. For a copy of the solicitation, submit an
e-mail or faxed request to the Contracting Officer that includes a name,
address, telephone and facsimile numbers; solicitation number and description
of supply or service, and point of contract. Telephone requests will not be
