I'm coming late to this discussion so I'll slip this one in. Table
captions go before the table, Graphic captions after the graphic. Every
manual I've ever done has been to this formula. It is also the
requested format for document like DEF-AUST 5629A which is the
Australian Defence Forces bible on manual production.
So I guess that means it must be right :-)
