I don't know which of those categories I'd fit into,
but I regard myself and my team as having been hired
to deliver useful information. If a formatting
standard, practice or convention makes a convincing arguement that it will improve the delivery of
information, it'll get my attention; otherwise, it's
a subject worth reading and making a few mail list
posts on, but that's about all.
