pdf security

I need to come up with a security pop-up for a pdf document similar
to the "I agree" screens on most software installations. This would
simply prevent the pdf from being opened unless the viewer agreed to
relinquish us from any legal liabilities.

Does Acrobat Professional have this capabilities?

Any ideas?
