And I agree with Chris -- this is clearly an entry-level position. I wouldn't even call it technical writing.

If you're fresh out of community college or have a year or two experience creating simple websites, this would be a good offer. If you're a senior technical writer, the job description should have caused you to move on -- unless you're out of work and willing to take such a low-level assignment while you continue to look for something more suitable.
Although even an experienced person might have trouble meeting the requirement that you have above average knowledge of "_all_ of the various drawing, presentation, and writing tools," especially "Adobe . writer." :-)
